Discours Verhofstadt - ABCDE Conference

SPEECH BY PRIME MINISTER GUY VERHOFSTADT AT THE OPENING OF THE ABCDE CONFERENCE Brussels, 9 May 2004

Ladies and Gentlemen, I should like to begin by offering you all a warm welcome on behalf of the Belgian government to the Annual Worldbank Conference on Development Economics. As Prime Minister I'm rather proud to see a conference with such an impressive list of participants taking place in Belgium. In the past our country has always fulfilled its responsibility in the debate on globalisation and development . We did so right from the outset, by not only listening - as a government - to what for example the anti-globalists had to say, but also by actively taking part in the debate. Indeed, through listening and venturing to take part in the debate I gained a better understanding of the various viewpoints being expressed, including those of the so-called anti-globalists. For when I take a close look at their analysis, I dare to say that I agree with the questions they raise. Also I dare to say I agree with the issues they challenge. For it is true that globalisation in its present form can indeed very quickly degenerate into what some have called 'unbridled selfishness'. It is also true that for the West free trade is self-evident, except for those products that could damage our own economy. No sugar from Third World countries! No textiles or clothing from North Africa! World trade today does indeed primarily consist of one-way traffic from North to South. That is the truth, so I concur with that analysis. However, the problems and injustice that exist today will be solved not by less globalisation, but by more. We mustn't hold globalisation in check. On the contrary, we should have the courage to push globalisation further ahead. Let me give you a few examples. There are those who say that free trade doesn't work. True. But the reason why it doesn?t work is that what we have today is not real free trade operating on a genuinely free market. We Europeans are protecting our markets by providing a great many subsidies for agriculture. That may be good news for European farmers, but by doing so we are making it impossible for southern countries to compete with us. Europe, like the United States, is protectionist. And as long as we stay that way, there can be no genuinely free trade. Nous pouvons également promouvoir la mondialisation à un autre niveau, via notre représentation dans les organisations internationales. En effet, seule une politique internationale bien organisée peut arracher des compromis. Il nous faut fournir une réponse politique mondiale capable de rivaliser avec le marché mondialisé dans lequel nous vivons. Une voie à suivre pour atteindre cet objectif est de remplacer le G8 des pays riches en G8 des groupements régionaux. Un G8 qui octroierait au Sud une position importante et légitime et qui orienterait la mondialisation de l?économie. Ce groupe ferait en d?autres termes office de forum favorisant sans discrimination la concertation entre les principales structures continentales : Union européenne, Union africaine, Mercosur, Asean et North American Free Trade Agreement. Un tel G8 contribuerait non seulement à améliorer les relations entre les parties du monde mais encouragerait également les différentes régions à intensifier leur collaboration. J?estime que l?Union européenne peut en ce domaine servir d?exemple. Mesdames et Messieurs, Beaucoup d?encre a déjà coulé sur la mondialisation. Quantité de conférences ont déjà été consacrées à ce thème. Cette Conférence ABCDE n?a certainement pas pour objectif de relancer une nouvelle fois le débat. Non, la mission de cette conférence est d?approfondir ce thème et de tirer des recommandations concrètes des nombreuses propositions et idées formulées jusqu?ici. Notre rôle est de partir à la recherche de solutions éthiques et réalisables aux problèmes qui accompagnent aujourd?hui la mondialisation. Mais cette conférence implique une seconde mission, bien plus importante encore. Par rapport à la majorité des précédentes conférences sur le développement et la mondialisation, on note une évolution : aujourd?hui et demain, cette conférence va réunir des personnalités très influentes. Beaucoup d?entre vous détiennent les clés pour procéder aux changements qui s?imposent. Vous pouvez transformer les propositions en réalisations. Ne laissez pas passer votre chance ! Je vous remercie.
